I older versions of RS i used to move wobj and tools with freehand. Now freehand move and rotation is disabled as soon i select the Path&Targets tab in the browser.

You need to help me a bit. I am able to free-hand move workobjects but not tooldata. I get the same behavior for both 5.14.03 and 5.15.
The button is disabled as soon i click on targets&path

You cannot freehand move a tooldata that is moved by the robot. That is not possible in 5.14.03 either. However, you can free-hand move stationary tooldata. In order to do that you need to activate selection level “Target / Frame”.
